anand76 f7764cb6b2 Remove fail_if_options_file_error DB option (#13504) ... Summary: The fail_if_options_file_error has been deprecated for more than a year. This PR removes it from the code base. https://github.com/facebook/rocksdb/issues/12056 fixed a bug that was blocking the option from removal. https://github.com/facebook/rocksdb/issues/12249 marked it as deprecated.
