This pull request automatically removes invalid appservice registrations from the database, preventing a crash loop.

I reopened #1243 because the issue still exists, and apparently the merge action done 2 months ago only merged the last commit (the one that adds the news fragment) to main branch. The other commit, a05592d99e, was never merged to the main branch.
