docs: Line numbers reflinks for config reference page #1590

Currently there's no line numbers in https://continuwuity.org/reference/config. Users who want to refer to the exact lines would have to use https://forgejo.ellis.link/continuwuation/continuwuity/src/branch/main/conduwuit-example.toml#L1 instead.

It would be nice to add line numbers and hashtag-links to them in docs. Not sure how to do it tho

lineNumbers does work but reflinks to single line would be way nicer.
