Since at least e95c0bd53f, but likely since the Ruma refactor, trying to fetch profiles using the /_matrix/client/v3/profile/$MXID endpoint always returns {} when done over federation.

Local profiles are returned fine. Another server fetching my profile works fine. Me fetching other's profiles does not.

Logs (taken with loglevel debug) are attached below.
