This pull request adds support for the state_after query parameter introduced on the legacy sync endpoint in Matrix 1.16. Additionally, it adjusts the legacy sync logic to stop adding new entries to the notoriously large roomsynctoken_shortstatehash column, which a future release is expected to drop entirely. Fixes !917.
