If admin_console_automatic is set to true on v26.6.0, that results in internal server error if the runner service doesn't provide a virtual terminal #1943

The only interaction that I've tested was logging in with my own account (the error is being produced: M_UNKNOWN (HTTP 500): M_UNKNOWN: Internal server error occurred for any attempts). but for the previous versions the behaviour was nothing (i.e., the error didn't occurred), even if the virtual terminal wasn't provided by the service. this is mostly a non-issue in my view, but might cause confusion for admins with certain deployments.
