Basically just lets the client pre-fill the mxid: https://github.com/matrix-org/matrix-spec-proposals/pull/4198

Not sure if it's supposed to be possible for device code logins, but gomuks will set it in the code generate request. Could probably just copy it to the verification_uri_complete from there?
