abnormal level of state resolution errors #2008

seemingly related to gapfill, possibly intertwined with rejected/dropped events (new validation system), stateres waffles about this a lot:

  2026-07-17T04:50:59.133465Z ERROR conduwuit_service::rooms::event_handler::resolve_state: State resolution failed: NotFound("Failed to find $kqrK3qN_zOQDFTL9-e6hwYg9XxuOry7AuYZV7khGp2g")

i haven't seen it cause problems yet but we should find out why it's getting this far into the process with missing events in the first place
