Currently, deactivated users are listed alongside normal ones. Request to allow !admin users list (or adjacent commands) to list and filter various types of users. E.g. appservice users, shadow OIDC users. Whether they're suspended/deactivated, etc

Also, consider having a toggle to disable exposing /_continuwuity/local_user_count
