What is the bug?

the trusted_private_chat preset doesn't appear to give privileges to anyone implied in the invite array, at least in v12.

Steps to reproduce

  1. Create a room with the trusted_private_chat preset, v12, and invite a few users
  2. Only the creator is created

Server name and version

nexy7574.co.uk 26.8.0-alpha.1 (47eb39843)
