What is the bug?

Accounts using MSC4155 invite filtering cannot issue invites to users who would not be able to in turn invite them. This means @alice:example.com cannot send invites to @bot:example.net if example.net is blocked from sending invites to @alice:example.com

Steps to reproduce

Block or ignore another server or user via MSC4155
Try to issue an invite to the blocked/ignored user
The server either returns a 403 or silently ignores the invite
