What is the bug?

Per MSC4155, invites should be rejected with HTTP 403, but continuwuity currently rejects them with HTTP 400:

Steps to reproduce

Create a room
Try to invite someone who blocked you
Receive 400 instead of 403 (error code is correct though)

Server name and version
