MSC3030 adds a client-server api endpoint for seeking in a room by timestamp, and a federation endpoint for other servers to ask for nearby events (using an eventid they already have).

I would like this for the purposes of enabling Matrix Viewer to work on world_readable rooms, so that I may present my news room to both matrix and the web.
