I'd like to be able to disable invites per account, probably separately for local invites and invites over federation.
I think this could go in user account data, we can provide an admin command to set it in the meantime and maybe submit it as an MSC.

MSC will take a while to go anywhere, definitely a good idea to implement first and specify later. I'll be doing similar with appservice callbacks.
