Local invites don't work correctly on the first membership #1895

On main, local invites seem to need to be sent twice to work correctly. This is reproducable on Federated Nexus. Federated invites work fine.

Gomuks shows the first local invite:

But it doesn't have some info, like "Invited by". Sable doesn't show it at all. After simply inviting again (so, no changes to membership event, its the same):

It then shows correctly, and Sable has it:

Note: Clearing cache doesn't help here.
