Delete branch "eleboucher/continuwuity:fix/wake-local-member-sync"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Previously, an invitee's sync was never woken by wake_all_joined (they aren't joined yet), and update_membership's wake fires from within append_pdu, before set_room_state commits. As a result, receiving or accepting a local invite wasn't reflected in the affected user's sync until a later poll, which could leave a room appearing stuck between the invited and joined states. The fix adds a post-commit sync.wake for the local target user of any m.room.member event, in both the local (build_and_append_pdu) and federation (append_incoming_pdu) paths.
