This commit introduces support for MSC4439, Encryption Key URIs in .well-known/matrix/support. (MSC4439, rendered) via an additional config option.

Depends on: continuwuation/ruwuma!52 (merged)

You don't need to clarify that the unstable prefix is used in the config doc, the transition to the stable prefix later down the line doesn't concern the end user
