This is an attempted fix for #1996.
From my understanding, the creation of an OIDC user includes the creation of a password-less shadow account which then gets linked to the OIDC user.
The database migrations check upon server start deactivates any password-less local users which seemingly includes these shadow accounts.

To prevent OIDC users from being deactivated when running migrations, i added a check to see if the given user is present in the oidc <-> userid map (so unlinked shadow users still get deactivated, as they probably should).

Admittedly i did not yet have the time to work myself deep enough into the codebase to gauge if this is the optimal fix for this issue but it i am trying to set up a fresh server using exclusive OIDC so this is bothering me a lot.
I would like to help get this fixed as quick as possible.
