fix: Manually create ResolverConfig instead of using ::default() #2198

This bypasses a bug wherein conf.set_domain(...) sets both the domain and
adds the domain to the list of search domains, which is undesireable.

With this fix, search is set explicitly to whatever is in the user's
resolv.conf, and doesn't add the domain parameter if it is set.

This can only be bypassed in exceptional circumstances. If your CI flakes, let us know in matrix:r/dev:continuwuity.org. - Pull requests have to be based on the latest `main` commit before being merged. If the main branch changes while you're making your changes, you should make sure you rebase on main before opening a PR.
