This pull request applies a ratelimit to unauthenticated requests to client-server API endpoints with the ratelimit flag set.

Maybe would be good to document if this ratelimit applies to all ratelimited routes, or individually (ie. would 20 rpm to /_matrix/client/v1/auth_metadata and 20 rpm to /_matrix/client/v3/publicRooms be hitting these ratelimits, or does this count per-endpoint?)

Also unautheticated -> unauthenticated :)
