Fixes an issue similar to #713 where some clients include fallback_keys, and the legacy unstable org.matrix.msc2732.fallback_keys, which would trip over deserialization as a duplicate field.

This drops the unstable key entirely, which may break ancient clients (however, the stable key has been in use for 5 years, this is unlikely to be an issue)
