This updates renovate to

  • Limit the number of Rust update PRs at the same time
  • Cache data
  • Use a read-only GitHub token so it can fetch changelogs, etc
  • Migrate to the new config

It doesn't seem to fix tools failing to install, even though I have set the tmp mount to exec. Not sure how to diagnose that now.
