Prior to this change, we would fall back to legacy media on any error. However, Section 25 of the server-to-server spec says that this behaviour should only be used if the response is M_UNRECOGNIZED.
This PR removes the logic that caused a fallback on any error.

If a server doesn't know about auth media it returns unrecognized, not not-found

M_UNRECOGNIZED is either 404 or 405, but it requires a specific body that might not always be implemented by non-compliant servers.

anyway i just checked and static servers can 'implement' auth media just fine so
