This pull request removes the rarely-used docs/contributing.mdx and links docs/development/contributing.mdx back to the CONTRIBUTING.md file, where previously separate contents are now synthesized. It is hoped that new contributing guidelines shall be added to this file at the base of the repository, as it is accessible for both website and repository viewers.
